第二届全球湾区发展国际学术会议:区域合作与制度创新

为增强全球湾区之间的国际学术交流与合作,中山大学粤港澳发展研究院将每年定期举办“全球湾区发展”国际学术会议,首届全球湾区发展国际学术会议于2021年10月成功举办。2022年11月,第二届全球湾区发展国际学术会议将在广州中山大学举行,继续为海内外关注湾区发展的学者提供高水平学术交流平台。
本届会议的主题是“区域合作与制度创新”。2008年金融危机以来,全球化进程趋缓。新冠肺炎疫情反复,以产业链价值链布局为核心的全球化进程遭受进一步的冲击,全球经济复苏受阻。与此同时,贸易争端与地缘政治危机进一步破坏世界经贸合作大势,阻碍全球经济发展。在此背景下,区域合作能否缓解全球化受阻对经济的负面冲击?未来的区域合作与区域经济一体化会有何种发展趋势和前景?中国如何推动区域合作,推动亚太经济体在产业链、供应链以及国际贸易等领域协作实现互利共赢?湾区如何通过制度创新参与并推动区域合作?以上问题有待学者的深入思考与交流。
粤港澳大湾区的战略定位是打造国际一流湾区和世界级城市群。在增强互联互通和公共基础设施建设的基础上,粤港澳大湾区还将影响中国及其贸易伙伴的增长潜力和经济活动,并进一步对区域和全球价值链体系产生深远影响。粤港澳大湾区要想建设成为国际一流湾区,一方面需要通过制度创新实现内部的区域市场一体化,另一方面需要广泛参与区域合作并引领区域经济实现互利共赢发展。
本次大会分为两个环节:11月4日上午设主论坛,是“区域合作与制度创新”的主旨演讲;下午设分论坛围绕湾区“区域经济合作与创新”、“区域治理与法制建设”、“区域社会治理与湾区国际传播”等进行深入交流。会议视届时疫情情况,采取线下与线上会议相结合的方式举行。诚挚邀请海内外专家学者、青年才俊就上述主题积极参与、踊跃赐稿、共襄盛举。论文可用中英文写作,选题可包括会议主题及分论坛主题的国际成功案例和失败经验,鼓励对国际相关经验作批判性研究。
论文提交时间节点:
1、2022年8月1日前,提交论文摘要(英文400-500字,中文800字)至ygafz@mail.sysu.edu.cn。为方便统计信息,投稿邮件标题格式统一命名为:“第二届全球湾区发展国际学术会议+论文摘要”。
2、2022年9月1日前,所有入选论文的全文必须于提交至ygafz@mail.sysu.edu.cn。邮件标题格式统一命名为:“第二届全球湾区发展国际学术会议+论文全文” 。收到稿件后,我们将邀请相关专家进行匿名评审和遴选,并及时公布结果。
3、2022年9月22日前,主办方通过电子邮件的方式告知论文入选结果。
食宿:
2022年11月4日-5日的会议期间,主办方将为广州市外的入选及受邀者提供两晚宾馆住宿和用餐资助。

In order to enhance international academic exchanges and cooperation among the global bay areas, the Institute of Guangdong Hong Kong and Macao Development Studies (IGHMDS) of Sun Yat-sen University will regularly hold the international academic conference on Global Bay Area Development each year. The 1st conference has been successfully held in October 2021. In November 2022, the 2nd International Conference on Global Bay Area Development will be held at Sun Yat-Sen University in Guangzhou, which will continue to provide a high-level academic exchange platform for scholars domestically and aboard who have great interest in the development of the Bay Area.
The theme of the 2nd conference will be "Regional Cooperation and Institutional Innovation". A general stagnation in the pace of globalization has persisted since the 2008–2009 global financial crisis. In the past three years, the COVID-19 pandemic has severely disrupted the world economy. Meanwhile, trade disputes and geopolitical crises have further undermined the economic and trade cooperation, and hindered global economic development. Can regional cooperation alleviate the negative impact of the stagnated globalization? What are the trends and implications of regional cooperation and regional integration in this context? How does China promote regional cooperation and promote the cooperation of Asia-Pacific economies on industrial chains and international trade, to achieve mutual benefit and win-win results? How can the Global Bay Area participate in and promote regional cooperation through institutional innovation? The above issues need fully deep discussions by scholars.
The goals of the Greater Bay Area of Guangdong-Hong Kong-Macao are to build a world-class city cluster and an international high-tech innovation center. With enhanced connectivity and public infrastructure construction, the Greater Bay Area will affect the economic growth of China and its trading partners, which will further affect the regional and global value chain system. To achieve the goals, the Greater Bay Area needs to participate in regional cooperation extensively and achieve mutually beneficial development through institutional innovation.
The conference is divided into two parts: the main forum in the morning of November 4 is keynote speech on "regional cooperation and institutional innovation"; the afternoon panels will focus on "regional economic cooperation and innovation", "regional governance and legal system", “Regional Social Governance and International Communication in the Bay Area” etc. The meeting will be in a combination of offline and online meetings depending on the epidemic situation. We sincerely invite experts, scholars and talents domestically and abroad to participate in the above-mentioned themes, contribute their manuscripts, and participate in the event. We welcome papers either in Chinese or English.
Submission and Acceptance
- Abstract submission by August 1, 2022. The abstract (400-500 words in English, 800 words in Chinese) should be submitted to the email: ygafz@mail.sysu.edu.cn, with the email title format "The 2nd International Conference on Global Bay Area Development + Abstract of Papers".
- Full paper submission by September 1, 2022. The full paper should be submitted to the email: ygafz@mail.sysu.edu.cn, with the email title format "The 2nd International Conference on Global Bay Area Development + Full Papers".
- Notification of acceptance by September 22, 2022. Notification of acceptance will be announced by email.

- The Forum does not charge registration fees.
